Bischer Safes & Secure Locksmith, LLC (BSSL) is an SBA-certified Service-Disabled Veteran-Owned Small Business that services, repairs, and replaces the security containers, vault doors, and high-security locking systems that protect classified material and controlled inventory for the federal government.

The company was founded by Keith Bischer, who has worked on timelocks, safe locks, padlocks, and locking devices since 2002, building the business across the eastern seaboard before specializing in federal work. What began as a locksmith practice is now a federal specialty trade: GSA-approved containers and vault doors, X-Series and KABA-MAS electromechanical locks, and the acoustical and RF-rated door assemblies that secure SCIF and SAPF spaces. Keith and his technicians hold GSA safe and vault technician and inspector certifications, along with manufacturer and institute training in SCIF acoustical and RF door installation.

BSSL is deliberately small. Work is performed by certified technicians who have done it before — not by a subcontracted crew learning the standard on your site. That is why our customers are repeat customers.

What We Do

GSA security containers and vault doors. Inspection, certification, repair, and replacement of GSA Class 5 and Class 6 containers, vault doors, and modular vaults in accordance with FED-STD-809E. Recertification and repair after lockout, drilling, or damage; neutralization and re-entry of locked containers; restoration of GSA label integrity.

High-security locking systems. Installation, service, and repair of FF-L-2740B locks — KABA-MAS X-Series, LKM10K, CDX-10, and Sargent & Greenleaf Group 1 and 1R. Combination changes, lock replacement, and preventive maintenance across container populations.

SCIF and secure facility hardware. Repair, alignment, and upgrade of STC-rated acoustical doors and RF-shielded door assemblies consistent with ICD 705 and its Technical Specifications, including roll-up and hangar door applications. Secure facility surveys and deficiency corrections in support of accreditation and re-accreditation.

Secure facility renovation. As federal customers consolidate hardware, door, and construction scope under single awards, BSSL performs and manages the full secure-envelope package — doors, locks, hardware, and the construction work around them — for SCIF renovation and build-out projects.

Where We Work

BSSL performs CONUS-wide and throughout INDOPACOM, including Guam, Hawaii, Alaska, Japan, and Korea. We are equipped to self-mobilize to remote and overseas installations with the tools, parts, and certified personnel required to complete work in a single trip — a material consideration when the alternative is a second mobilization to a location with no local certified technician.

Past Performance

BSSL has performed as prime and as subcontractor for the U.S. Navy, U.S. Marine Corps, U.S. Air Force, U.S. Coast Guard, the Army National Guard, and the Department of Veterans Affairs, as well as for federal prime contractors and construction primes. Representative work:

• Vault door replacement, U.S. Air Force installation, Western Pacific. Removal and replacement of a vault door at a forward installation, including overseas mobilization, disposal, and function check.

• Armory vault door replacement, USMC air station, East Coast. Subcontract under a NAVFAC IDIQ; Davis-Bacon labor standards; removal, replacement, function check, and debris disposal.

• GSA container and safe lock repair, Air National Guard wing. Multi-container inspection, lock replacement, and repair across a wing's security container population.

• Vault and combination lock service, state National Guard. Recurring vault, container, and combination lock service supporting armory and administrative security requirements.

• Door lock and security hardware services, joint base, CONUS. Ongoing lock shop support under a blanket purchase agreement.
